HB 194 Summary

• Transfers authority to adopt and enforce minimum efficiency standards from the director of business, economic development, and tourism to the chief energy officer of the Hawaii state energy office.

• Establishes new minimum efficiency standards for electric vehicle supply equipment, portable electric spas, residential ventilating fans, toilets, urinals, and water coolers, effective January 1, 2025.

• Allows manufacturers to use the Home Ventilating Institute's certified products directory certification program to demonstrate compliance with efficiency standards.

• Requires all previously listed products (computers, faucets, fluorescent lamps, showerheads, spray sprinkler bodies) to meet established efficiency standards when sold, leased, or rented in Hawaii beginning January 1, 2021, and one year later when installed for compensation.

• Permits the chief energy officer to adopt or amend efficiency standards for additional products upon determining they would promote energy or water conservation and be cost-effective for consumers, with a one-year implementation period.
