Establishes a three-year leave cash-out pilot program for Department of Corrections and Rehabilitation employees working in state correctional facilities, with voluntary participation.

Allows eligible employees to receive a cash allowance equivalent to a maximum of 75% of personal leave and compensatory time off accrued during each fiscal quarter.

Requires employees to have fewer than 24 hours of approved or unapproved leave of any type or compensatory time off during the quarter to qualify for the program.

Mandates the department submit annual reports to the legislature by 20 days prior to regular sessions in 2025, 2026, and 2027 detailing participation numbers, overtime changes, costs, and program benefits and challenges.

Appropriates unspecified funds from general revenues for fiscal year 2024-2025 to implement the pilot program, with the effective date of July 1, 3000.
