Requires all government entities in Hawaii that issue building permits to implement SolarAPP+ or a functionally equivalent online automated permitting platform for solar distributed energy resource systems by January 1, 2024.

Mandates that government entities adopt a self-certification process for solar distributed energy resource systems of 250 kilowatts or less, allowing permits to be deemed approved upon submission of proper documentation from a licensed electrician or plumber.

Exempts work on residential distributed energy resource systems from Hawaii's professional engineer, architect, surveyor, and landscape architect licensure requirements under Chapter 464.

Requires permitting agencies to issue building permit numbers and close permits within 30 days of submittal for systems meeting self-certification requirements, eliminating the need for approved materials and methods numbers if manufacturer specifications and national testing laboratory certifications are provided.

Establishes notification requirements for government entities to report compliance status to the Hawaii state energy office on an annual basis.
