Authorizes medical cannabis dispensaries to purchase cannabis and manufactured cannabis products from other dispensaries without requiring justification that purchases are necessary for patient access or for medical/scientific purposes.

Changes department authority from discretionary ("may authorize") to mandatory ("shall authorize") dispensary-to-dispensary purchases in accordance with departmental rules.

Removes existing restrictions that required purchasing dispensaries to demonstrate necessity for continuous patient access or that products were for approved medical, scientific, or other legitimate purposes.

Requires the Department of Health to adopt rules for medical cannabis products within nine months after a product type is permitted to be manufactured and distributed.

Takes effect July 1, 3000 (note: effective date appears to contain a typographical error).
