Establishes a three-year child care and caregiving pilot grant program within the Department of Labor and Industrial Relations to award grants to qualified employers offering child care or caregiving support to employees.

Requires the department to select an eligible nonprofit organization (tax-exempt under IRC 501(c)(3)) through competitive bidding to administer the program and establish application processes and approval criteria.

Requires participating employers to provide periodic reports on fund utilization, workforce impact, and program effectiveness; eligible nonprofit organization must submit reports to the department three months before 2025, 2026, and 2027 legislative sessions.

Appropriates $500,000 from general revenues for fiscal year 2024-2025 to establish and implement the program; department must submit interim reports to legislature before 2025 and 2026 sessions and a final report with recommendations before the 2027 session.

Program terminates July 1, 2027; takes effect July 1, 2024.
