H.B. 1966 - Summary

• Requires health insurers, mutual benefit societies, and health maintenance organizations to provide coverage for comprehensive sexual and reproductive health services without cost-sharing, including contraceptives, abortion, sterilization, and family planning services.

• Mandates coverage for well-woman preventive care visits, screenings for sexually transmitted infections and cancers, mental health services, substance use counseling, and breastfeeding support, effective January 1, 2025.

• Prohibits cost-sharing requirements (copayments, coinsurance, deductibles) for covered preventive and reproductive health services, except where required to preserve health savings account eligibility under federal law.

• Applies preventive care and contraceptive coverage requirements to all health benefits plans under the Hawaii Employer-Union Health Benefits Trust Fund.

• Requires the insurance commissioner to submit a compliance report to the legislature no later than twenty days before the 2026 regular session on insurer implementation of these requirements.
