Establishes a shade tree program in the Department of Education to increase tree canopy on school campuses and reduce heat island effects through native shade tree propagation and planting.

Appropriates funds for fiscal year 2024-2025 for program administration and to hire additional full-time arborist positions to manage tree inventory statewide (specific amounts blank in bill text).

Acknowledges prior House Concurrent Resolution No. 68 (2021) requesting a landscape management plan and notes completion of professional tree inventory at 17 schools with plans to expand.
