Requires the Board of Agriculture to submit a report by twenty days prior to the 2025 legislative session on state-leased agricultural lands under Hawaii Revised Statutes section 166-11.

Mandates reporting on the percentage of each tax map key parcel that is suitable for farming and actively being farmed.

Requires disclosure of dollar amounts for every lease transfer between lessees, including: lease rent, infrastructure improvement costs, purchase price paid by the new lessee, and the amount of purchase price going to the State.

Addresses concerns that some lessees convert subsidized state agricultural leases into windfall profits through transfers to highest bidders rather than the most productive farmers.

Takes effect upon approval.
