H.B. 1972 Summary

• Establishes an electric vehicle battery recycling and reuse working group within the Hawaii State Energy Office to develop best management practices and policy recommendations.

• Working group shall be co-chaired by the chief energy officer and director of health, with representatives from electric vehicle manufacturing, automotive repair, energy storage, electronic waste recycling, utilities, environmental organizations, and automotive recycling industries.

• Working group must submit a report to the legislature no later than twenty days before the 2024 regular session, including analysis of battery reuse options, end-of-life management practices, in-state versus out-of-state recycling costs and impacts, and recycling program feasibility.

• Working group shall be dissolved on June 30, 2025.

• Effective date is January 1, 2060.
