Prohibits building permits for new single-family dwellings in developments of 10 or more units from being issued on or after January 1, 2025, unless they include a rooftop photovoltaic energy generating system with at least 5 kilowatts of capacity and an energy storage device (battery).

Exempts affordable housing developments and allows variances if a licensed architect or engineer certifies that installation is impracticable due to poor solar resources or cost-prohibitive based on a 25-year life cycle cost-benefit analysis.

Requires variance applications to be submitted to the Hawaii State Energy Office, which must make a determination within 60 working days and publicize all applications and decisions within 7 calendar days.

Authorizes the chief energy officer to adopt rules and collect fees for administering variances, with fees deposited into the energy security special fund.

Amends section 201-12.8 to allow energy security special fund moneys to support the Hawaii State Energy Office in administering the rooftop solar variance program.
