Increases the monthly personal needs allowance for individuals living in long-term care facilities from $50 to $75 per month.

Clarifies that the needs allowance is supplemental to and does not replace federal Supplemental Security Income Program funds.

Requires operators of adult residential care homes, nursing facilities, domiciliary care facilities, and similar long-term care facilities to pay for generic toiletries, linens, and meals and snacks for outings.

Specifies that the needs allowance applies to persons otherwise eligible under state and federal law and does not affect the classification or number of eligible persons.

Takes effect October 1, 2024.
