Amends Hawaii Revised Statutes Section 291C-111 to require that 50% of fines collected from parking and traffic violations be disbursed to the county that enforced the violation, with the remaining 50% deposited to the state general fund.

Amends Hawaii Revised Statutes Section 291C-171 to direct the state director of finance to disburse 50% of all traffic violation fines and assessments collected to the county that enforced the violation.

Maintains existing authority of the director of transportation and counties to prohibit or restrict stopping, standing, or parking of vehicles on highways under their jurisdictions.

Effective date is July 1, 3000.
