Amends Hawaii Revised Statutes Section 107-28 to allow county governing bodies to amend and adopt Hawaii state building codes without city council approval in accordance with section 46-1.5(13).

Requires each county to amend and adopt the Hawaii state building codes referenced in section 107-25 as their county building code ordinance no later than two years after adoption of the state codes.

If a county fails to amend the Hawaii state building codes within the two-year timeframe, the Hawaii state building codes automatically become applicable as an interim county building code.

Requires each county to allow developers undertaking adaptive reuse office conversion projects to comply with the International Building Code without amendment, specifically regarding ventilation and lighting provisions.

Defines "adaptive reuse office conversion project" as converting a commercial, industrial, or office building or vacant commercial building into residential occupancies with sleeping units or more than two dwelling units intended for permanent occupants.
