H.B. 1989 - Raw Milk Bill Summary

• Authorizes raw milk producers to sell raw milk, raw milk products, and raw milk dairy products directly to consumers for human consumption beginning July 1, 2025, subject to health and safety requirements.

• Limits raw milk dairies to no more than 10 milk-bearing animals (cows, goats, or sheep) and requires monthly bacterial testing with coliform count limits of 10 cfu/mL and standard plate count limits of 25,000 cfu/mL.

• Mandates annual veterinary health examinations of all milk-bearing animals, requires labeling containers with warning notices about lack of state inspection and potential harmful bacteria, and restricts distribution to direct sales at the dairy location with no redistribution allowed.

• Authorizes the direct sale of raw goat milk for pet consumption and requires labeling containers with "FOR PET CONSUMPTION ONLY" warnings.

• Board of Agriculture and Department of Health must adopt implementing rules by July 1, 2025; bill takes effect July 1, 2050.
