Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaii state energy office to support private fleet operators transitioning to zero-emission vehicles for light-, medium-, and heavy-duty vehicles.

Designates the Hawaii state energy office as responsible for developing and administering the program in consultation with the department of transportation, with financing tools and nonfinancial supports available to fleet operators by January 1, 2024.

Requires the energy office to seek stakeholder input on program components including identifying high-priority fleets, critical barriers to zero-emission vehicle adoption, appropriate financing and support tools, and success metrics.

Mandates development of a data collection and dissemination strategy to track vehicle and battery performance, costs, residual values, and zero-emission vehicle miles traveled to support financing decisions and program scalability.

Requires submission of a progress report with findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session.
