Amends Hawaii Revised Statutes Section 342G-104 to authorize the deposit beverage container deposit special fund to provide grants for deploying reverse vending machines in the State.

Establishes a reverse vending machine pilot program administered by the Department of Health to distribute grants for reverse vending machine deployment, with rules to be adopted under Chapter 91.

Removes exemptions for beverage dealers in high-density population areas within two miles of independent redemption centers, and repeals exemptions based on physical or financial hardship and director discretion.

Clarifies that dealers must accept all types of empty deposit beverage containers of the kind, size, and brand they sell for redemption, and requires dealers not operating redemption centers to post signs with closest redemption center information.

Allows establishment of regional centers for redemption of refillable beverage containers as additions to (not replacements for) existing empty container redemption methods; effective July 1, 3000.
