Adds hydrogen vehicles as a fifth priority category for state agency procurement of light-, medium-, and heavy-duty motor vehicles, following zero-emission vehicles, plug-in hybrids, and alternative fuel vehicles.

Defines "hydrogen vehicle" as a vehicle with four or more wheels that draws propulsion from electricity generated by passing hydrogen through a fuel cell.

Defines "heavy-duty motor vehicle" as vehicles rated at more than 8,500 pounds, with curb weight over 6,000 pounds, or with basic vehicle frontal area exceeding 45 square feet.

Establishes legislative findings that hydrogen can be produced from domestic resources with near-zero greenhouse gas emissions and has potential to strengthen energy security and diversify transportation options.

Takes effect upon approval.
