HB 1998 Summary

• Establishes a goal to transition all state-owned non-road vehicles to zero-emission vehicles by December 31, 2045, with interim targets of 25% by 2030, 50% by 2035, and 75% by 2040.

• Amends Hawaii Revised Statutes Section 196-9(c) to add non-road vehicle conversion requirements alongside existing light-duty vehicle goals (100% zero-emission by 2030 for passenger cars; 100% by 2035 for all light-duty vehicles).

• Defines "non-road vehicle" by reference to title 10 Code of Federal Regulations part 490 to cover industrial and commercial vehicles used at airports and marine facilities.

• Requires state agencies to collect and maintain hourly charging data for electric vehicles and electric vehicle charging systems as part of fleet vehicle data tracking.

• Takes effect on July 1, 2024.
