Amends Section 227D-2 of Hawaii Revised Statutes to add aquaculture as a duty of the Natural Energy Laboratory of Hawaii Authority (NELHA).

Adds new subsection (8) to NELHA's duties to explicitly include "supporting the research, development, and commercialization of aquaculture."

Clarifies that NELHA's existing authority to engage in retail, commercial, and tourism activities (subsection 7) includes those not directly related to natural energy resource facilitation, with all income deposited into the NELHA special fund.

Takes effect upon approval.
