• Requires free menstrual products in at least one men's restroom in covered public buildings that lack gender-neutral restrooms, with signage in other men's restrooms directing access.

• Implementation to occur in phases beginning by December 31, 2024, with the first phase prioritizing restrooms with greatest need and public libraries, followed by remaining buildings by December 31, 2025.

• Appropriates $600,000 from general revenues for fiscal year 2024-2025 to purchase menstrual products and install dispensers.
