Amends the definition of "historic property" in Hawaii Revised Statutes Section 6E-2 to expand eligibility criteria beyond the 50-year age requirement.

Adds that properties can qualify as historic if they have important value to Native Hawaiians or other ethnic groups due to associations with cultural practices, traditional beliefs, events, or oral accounts significant to the group's history and cultural identity.

Clarifies that heiaus and underwater sites are included in the definition of historic property.

Changes grammatical language in the statute from "which" to "that" and adjusts conjunctions for clarity.

Takes effect on June 30, 3000.
