Expands the definition of "renewable energy producer" in Hawaii Revised Statutes section 171-95 to broaden eligibility for Board of Land and Natural Resources public land leases without public auction.

Revises the definition to reference section 269-91's renewable energy definition instead of listing specific energy types, encompassing wind, solar, hydropower, geothermal, biomass, hydrogen, and other renewable sources.

Adds new category allowing producers of renewable energy used for district heating or cooling services to qualify as renewable energy producers.

Includes clarification that the definition does not authorize wheeling of electricity over electric utility lines beyond what is already permitted by law or Public Utilities Commission order.

Takes effect January 1, 2060.
