HI HB2022

Establishes a legislative budget office within the Hawaii legislature to provide fiscal analyses on bills affecting state or county revenues and expenditures.

Requires fiscal analyses to be prepared before bills are recommended for passage by committees or taken up for third and final readings, including dollar estimates of fiscal impact and distribution to bill introducers and all relevant committee and house members.

Provides for appointment of a director by majority vote of both houses in joint session for a six-year term, with removal only by two-thirds vote for neglect of duty, misconduct, or disability; director salary equals that of the legislative reference bureau director.

Authorizes the office to request fiscal information from state and county departments within five days, with agencies required to comply or face potential enforcement.

Repeals Chapter 21F (the non-functional joint legislative budget committee and office of the legislative analyst established in 1990) and appropriates funds for fiscal year 2024-2025 to establish and implement the new office, effective July 1, 2024.
