Transfers administration of the "Hawaii Made" program to the Department of Business, Economic Development, and Tourism (DBEDT), which holds ownership of the "Hawaii Made" trademark.

Prohibits labeling products as "Hawaii Made" or "made in Hawaii" unless at least 51 percent of the wholesale value was added through manufacturing, assembly, or production within Hawaii, including Hawaii-sourced goods and services.

Adds "made in Hawaii" as a prohibited label alongside existing restrictions, and specifies that calculations for non-perishable goods may include operating and overhead expenses incurred within the State.

Establishes enforcement authority with the Attorney General to bring legal action against violators of the labeling requirements for both non-perishable and perishable consumer commodities.

Appropriates unspecified general revenues for fiscal year 2024-2025 to promote and develop the "Hawaii Made" brand, with effective date of July 1, 3000.
