Allows the Department of Hawaiian Home Lands (DHHL) to assume review of proposed projects on lands under its jurisdiction for impacts on historic properties and burial sites, instead of requiring consultation with the Department of Land and Natural Resources.

Requires DHHL to designate review to a qualified Hawaiian home lands preservation officer with professional competence and experience in historic preservation.

Mandates DHHL provide copies of all reports, maps, documents, and preservation officer recommendations to the Department of Land and Natural Resources for inclusion in the historic preservation digital document management system.

Requires DHHL to provide written notice at least 45 days before assuming review responsibility, including proof of qualified preservation officer employment, documentation procedures, and the review start date; notice must be posted on DHHL's website.

Retains Department of Land and Natural Resources authority for review of projects affecting properties listed or nominated for inclusion in the Hawaii register or national register of historic places; takes effect July 1, 2050.
