Establishes a shopping cart task force within the governor's office to develop regulatory controls for shopping carts.

Task force to be chaired by the governor's coordinator on homelessness and include representatives from the attorney general's office, state legislature, Honolulu mayor's office, and Honolulu police department.

Task force shall consider regulations to prevent unauthorized removal of shopping carts from businesses, provide for prompt retrieval of lost or stolen carts, and prevent unlawful possession and accumulation of carts on public or private property.

Task force must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2025 regular session convenes.

Task force terminates on June 30, 2025.
