Establishes a 20 percent procurement preference for Hawaii accounting service businesses in public fund expenditures for accounting services.

Requires Hawaii accounting service businesses to self-certify that at least 80 percent of labor costs will be performed in-state by state domiciled persons and maintain a commercial physical office of sufficient capacity.

Defines "accounting services" as recording, classifying, and summarizing financial transactions, including assurance services such as audits.

Clarifies that reciprocal procurement preferences under HRS §103D-1004 apply to both bidders and offerors under sections 103D-302 and 103D-303.

Exempts the preference requirements when federal competitive bidding requirements apply.
