HB2035 Summary

• Adds new section to Chapter 346, Hawaii Revised Statutes establishing a framework for child care facility demonstration projects requiring written department approval.

• Child care facilities must submit written proposals including project purpose, description, length, specific rules to be exempted, and justification for exemptions.

• Approved demonstration projects must include "licensed demonstration project" in their name or description and maintain compliance with all child care rules except those specifically exempted in the department's written approval.

• Facilities must submit a final written report to the department during the last quarter of the project detailing findings, recommendations, and any proposed changes to child care rules with justifications.

• Disapproved or discontinued demonstration programs are prohibited from using the words "demonstration project" in their identifying title, logo, or materials; effective July 1, 2024.
