Requires the Department of Accounting and General Services (DAGS) and Department of Public Safety (DPS) to plan and implement security improvements at the Hawaii state capitol, including controlled access points with x-ray machines on rotunda and chamber levels that apply to all individuals including legislators and employees.

Mandates installation of fencing or barriers to prevent unauthorized vehicles from entering capitol grounds and unauthorized access to the capitol rotunda.

Directs DAGS to remove all parking meters from the state capitol parking facility by October 31, 2024, and reallocate parking spaces on a pro rata basis to the governor, lieutenant governor, senate, house of representatives, and legislative reference bureau.

Authorizes DPS to purchase or lease security screening equipment and contract private security personnel to staff controlled access points.

Appropriates general funds for fiscal year 2024-2025 to implement security improvements and screening equipment, with the legislature determining appropriations exceed the state general fund expenditure ceiling; takes effect July 1, 2024.
