Requires the Hawaii Property Insurance Association to offer homeowners insurance policy options that exclude lava coverage in addition to standard policies.

Addresses high insurance premiums in lava zones of Hawaii County caused by volcanic risk, limited private insurer competition, and increased reinsurance costs following the 2018 lower Puna lava flow eruption.

Allows homeowners to purchase property and casualty or fire insurance covering traditional risks without paying for volcano-related coverage separately.

Amends Hawaii Revised Statutes Section 431:21-109(a) to mandate that when the association offers additional coverages, it must provide options or packages excluding lava coverage.

Takes effect upon approval.
