Establishes a surcharge on the sale of new motor vehicles in Hawaii, with the surcharge rate to be determined, assessed against new motor vehicle dealers.

Creates an "alternative routes special fund" administered by the Department of Transportation to receive surcharge revenues and legislative appropriations.

Directs all moneys from the surcharge to be used for construction of public highways intended to serve as alternative transportation routes.

Addresses Hawaii's vulnerability to natural disasters by developing multiple ingress and egress routes for resident safety and emergency response.

Takes effect on July 1, 2024.
