Amends Hawaii Revised Statutes Section 291C-131 to require vehicles to securely fasten loads when driven or moved at transfer stations, except during active unloading.

Defines "transfer station" according to Section 340A-1 for purposes of this requirement.

Establishes penalties for violations including fines of $250-$500 for first offense, $500-$750 plus 5-10 day license/registration suspension for second offense within one year, and $750-$1,000 plus 30-day suspension for third or subsequent offense within one year.

Courts may apportion fines between vehicle driver and owner based on degree of fault determination.

Takes effect upon approval.
