HB 2060 Summary

• Amends Hawaii Revised Statutes Section 304A-402 to create an alternative pathway for resident tuition at University of Hawaii campuses and community colleges for students who earned a Hawaii high school diploma, high school equivalency diploma, or adult community school diploma.

• Allows eligible Hawaii high school graduates to qualify for resident tuition rates when pursuing their first undergraduate degree, regardless of time spent out of state, provided they have not been absent from Hawaii for more than 12 years.

• Maintains existing residency requirements (12 consecutive months residence and tax dependency rules) as one qualifying pathway under the amended statute.

• Establishes new subsection (c) in the tuition residency rules to address concerns that Hawaii graduates who attended out-of-state colleges sometimes lose resident tuition eligibility upon returning home.

• Takes effect upon approval.
