Amends Section 329-33 of Hawaii Revised Statutes to transfer controlled substances registration authority from the Department of Law Enforcement to the Department.

Adds prevention of activities potentially injurious to public health, safety, and welfare within an applicant's premises and adjacent areas as a factor when determining whether a controlled substances registration serves the public interest.

Maintains existing public interest considerations for registration decisions, including diversion controls, legal compliance, applicant convictions, past experience, fraudulent material submission, federal registration status, and other relevant public health and safety factors.

Takes effect July 1, 3000.
