Amends Section 334-4, Hawaii Revised Statutes, to add psychologists alongside psychiatrists in the state mental health program staffing provision.

Exempts psychologist positions from Chapter 76 (civil service requirements), allowing them to be appointed directly by the director of health.

Authorizes the director to employ psychologists on a contractual basis, subject to gubernatorial approval, consistent with existing psychiatrist hiring authority.

Effective upon approval of the act.
