Adds new subsection (9) to Section 26-6, Hawaii Revised Statutes, allowing the Department of Accounting and General Services to employ persons in the comptroller's office who are exempt from civil service (chapters 76 and 89) and collective bargaining requirements.

Exempted employees must support communications, change management, and business process improvement programs as part of the State's information technology modernization efforts.

Exempted employees remain members of the state employees' retirement system and are eligible for state employee benefit programs generally applicable to state officers and employees.

Renumbers subsequent subsections (9) through (12) to (10) through (13) to accommodate the new provision.

Effective date is July 1, 2024.
