Amends Section 103D-709 of Hawaii Revised Statutes to modify how cash or protest bonds are handled in administrative proceedings for procurement appeals.

Requires the Office of Administrative Hearings to deduct administrative costs from cash or protest bonds before returning them to the initiating party.

Provides for full forfeiture of the bond to the general fund only if the initiating party does not prevail in the administrative proceeding AND the Office of Administrative Hearings finds the appeal was frivolous or made in bad faith.

Takes effect on July 1, 2040.
