Amends Section 291J-5 to establish that a clear and unobstructed image of a motor vehicle license plate produced by a photo red light imaging detector system is prima facie evidence that the vehicle to which the license plate is attached is the vehicle for which the plate was issued.

Modifies Section 291J-6 to replace the requirement that summonses or citations be "postmarked" within ten calendar days with a requirement that they be "submitted to the post office" within ten calendar days after the incident date.

Requires the State, county, or their third party contractor to implement a process to record the date summonses or citations are submitted to the post office, with such records serving as prima facie evidence of the submission date.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before the effective date.
