Prohibits candidates, candidate committees, and noncandidate committees from soliciting contributions in a manner suggesting funds would primarily assist disaster victims unless an explicit disclosure is included

Requires solicitations to disclose that contributions are subject to state campaign finance law, may be used to influence elections or ballot questions, and disaster victims may not benefit from the contributions

Mandates the required disclosure be prominently displayed or announced so a reasonable person would notice it while reading, listening to, or observing the solicitation

Establishes violation of this section as a class C felony

Defines "disaster" using the same meaning as section 127A-2 of Hawaii Revised Statutes; takes effect upon approval
