Grants legal personhood to all watersheds in Hawaii, recognizing them as legal persons with rights to exist, flourish, and naturally evolve in accordance with native Hawaiian cultural values and the practice of mālama āina (caring for the land).

Establishes that flora and fauna associated with watersheds have an inalienable connection to watershed health and prohibits approvals of uses, activities, or leases that compromise or endanger this connection.

Requires the Board of Land and Natural Resources to recognize watershed legal personhood and refrain from engaging in activities that violate the rights bestowed upon watersheds.

Authorizes any individual, public agency, or private entity to bring legal action against parties that violate or attempt to violate a watershed's legal personhood.

Takes effect upon approval and establishes that all rights granted are inherent, fundamental, inalienable, self-executing, and enforceable against both private and public actors.
