Establish a recognition program in the Department of Education to incentivize schools to submit plans for reaching the 30% locally sourced food goal by 2030, as established by Act 175, Session Laws of Hawaii 2021.

Department of Education shall establish guidelines for the recognition program including incentives and awards for schools that commit to and reach local farm to school meal goals, with authority to accept donations from private individuals and organizations.

Authorize the Department of Education to establish a plant-based meal pilot program at Mililani High School beginning no later than the 2025-2026 school year, with optional designated days for plant-based meal offerings.

Require interim progress reports to the legislature by 20 days before the 2026 regular session and final reports with findings and recommendations by 20 days before the 2027 regular session if the pilot program is established.

Plant-based meal pilot program shall cease to exist on June 30, 2026, with "plant-based meal" defined as meals of minimally processed fruits, vegetables, whole grains, legumes, nuts, seeds, herbs, and spices excluding all animal products.
