• Establishes a vacated homeless encampment clean up task force within the department of transportation to identify parcels of land requiring intergovernmental coordination for cleanup of vacated encampments on government-managed lands, including United States Army Garrison Hawaii.

• Task force composition includes the department of transportation's homelessness coordinator (chair), governor's coordinator on homelessness, board of land and natural resources chairperson, and additional members as recommended by task force majority; director of transportation shall invite U.S. Army Garrison Hawaii representative to participate.

• Task force shall determine appropriate vacancy periods for encampments (considering public health risks, environmental concerns, potential reoccupation, and housing alternatives), notify relevant agencies within 48 hours of identifying vacant encampments on government property, and prioritize removal of biohazards and fire hazards.

• Task force shall submit reports with findings and recommendations to the legislature no later than 20 days before the 2025 and 2026 regular legislative sessions.

• Appropriates funds from general revenues for fiscal year 2024-2025 (amount unspecified in bill text); act takes effect July 1, 3000.
