Prohibits landlords or their agents from charging an application screening fee for a criminal background check or credit report if an applicant provides a certified copy obtained from another landlord within the previous 30 days.

Requires landlords or their agents to provide, upon request, a certified copy of an applicant's criminal background check and credit report that are less than 30 days old.

Requires landlords or their agents to return any unused portion of the application screening fee to the applicant within 30 days after submitting screening requests.

Establishes penalties for persons found to have altered or manipulated criminal background checks or credit reports, to be determined by the Department of Commerce and Consumer Affairs.

Directs the Department of Commerce and Consumer Affairs to adopt rules establishing a certification process for landlords to certify copies of criminal background checks and credit reports, and to establish penalties for document manipulation.
