Establishes a two-year elder access pilot program within the Executive Office on Aging to improve access to essential services and reduce wait times for persons 65 years or older seeking public services through state and county government offices.

Authorizes the Executive Office on Aging to enter into memorandums of agreement with counties and other state agencies to implement the pilot program.

Requires the Executive Office on Aging to identify frequently used public services for seniors including motor vehicle registration and renewal, vocational and business licensing renewals, and public assistance program applications.

Directs the State Auditor to evaluate the program's effectiveness, impact, and feasibility and submit findings and recommendations to the legislature no later than twenty days prior to the 2027 regular session, with the Executive Office on Aging providing relevant information by September 1, 2026.

Appropriates funds from general revenues for fiscal year 2024-2025 and sets the pilot program to cease on July 1, 2026.
