Requires the State Building Code Council to adopt, amend, or update the International Building Code and International Residential Code within two years of every other official publication date of those codes.

Mandates that if the State Building Code Council fails to adopt updates within the two-year timeframe, the current Hawaii state building codes automatically become part of the state code until superseded by an amended version.

Provides that if a county does not amend the Hawaii state building codes within two years, the Hawaii state building codes become applicable as the interim county building code until the county adopts an amended version.

Aims to address Hawaii's housing affordability crisis by reducing code update delays that increase construction costs and uncertainty, and to alleviate strain on understaffed county building departments.

Takes effect July 1, 2491.
