Requires registration and numbering of rental watercraft (kayaks and paddleboards rented for one month or less) with the Division of State Parks before being offered to the public for use in navigable waters of state parks, effective January 1, 2025.

Mandates that every rental watercraft operating in state park waters display an affixed registration number.

Authorizes the Department of Land and Natural Resources to establish reasonable fees for initial registration, annual renewal registration, and ancillary decals through administrative rules.

Allows the department to authorize rental watercraft operations through special use permits as an alternative to registration.

Sunsets December 31, 2029, creating a five-year pilot program to regulate commercial watercraft rentals in state parks and address over-tourism concerns.
