Amends Hawaii Revised Statutes Section 340E-5 to specify measures the Director of Health may take during emergencies affecting safe drinking water availability or contamination discovery.

Director may coordinate with government agencies and private sector to provide safe drinking water, analyze water samples, recommend protective measures to residents, assist in public notification, and confirm alternative water sources are safe.

Defines "Type A emergency" as major disasters (nuclear, tsunami, earthquake, volcanic eruption, flood, wildfire, hurricane, tornado) with widespread public service disruption and significant public health risk.

Defines "Type B emergency" as limited situations affecting only water systems (drought, contamination, facility destruction) with impact primarily to water delivery and more limited affected population.

Director may require affected water suppliers to investigate contamination, conduct additional testing, increase testing frequency, test multiple locations, flush systems, notify customers, and implement remediation measures including equipment replacement.
