HB 2099 Summary

• Requires the Department of Health to establish and operate a laboratory capable of testing for diseases, environmental toxins in air/water/soil/biological specimens, and other high-complexity testing.

• Laboratory must comply with all Clinical Laboratory Improvement Amendments of 1988 standards and accept sample submissions from any person who reasonably believes samples contain environmental toxins in violation of applicable law.

• Department must provide complete test results and analysis reports within 10 days of receiving sample submissions and ensure prompt, full public access to all results.

• Authorizes the Director of Finance to issue general obligation bonds for fiscal year 2024-2025 (amount to be determined) to finance construction of the environmental toxins testing laboratory.

• Department must submit a progress report to the legislature no later than 30 days before the 2025 regular session convenes; appropriated funds do not lapse until June 30, 2026.
