Appropriates funds from general revenues to the Hawaii Invasive Species Council through the Department of Land and Natural Resources' native resources and fire protection program (LNR402) for fiscal year 2024-2025 to address the invasive species crisis.

Finds that invasive species (including little fire ant, coconut rhinoceros beetle, coqui frog, albizia and strawberry guava trees, grasses, and brown tree snake) pose the greatest threat to Hawaii's economy, natural environment, and public health.

Notes that the Council's annual funding of approximately $5,750,000 has not increased in four years and covers less than 50 percent of competitive grant proposals received, with about 90 percent redirected to grants.

Declares that the appropriation will exceed the state general fund expenditure ceiling for fiscal year 2024-2025 as necessary to serve the public interest and address the invasive species crisis.
