Requires the Hawaii State Energy Office to conduct a statewide environmental assessment for a slim-hole resource characterization program to identify geothermal and carbon sequestration resources across the State.

Mandates the program be administered under the direction of the Hawaii Groundwater and Geothermal Resources Center at the University of Hawaii.

Requires the Hawaii State Energy Office to engage with counties and nearby communities, including civic organizations, before and during the environmental assessment and program to understand community needs, priorities, and concerns.

Directs the Hawaii State Energy Office to submit a progress report to the legislature two years after the program commences and a final report at its conclusion, with findings made available to the public in accessible formats including mapping software.

Appropriates funds from the energy security special fund and general revenues for fiscal year 2024-2025, including funding for one full-time equivalent permanent position.
